How can I configure VPN to my tl-wr941hp device?

Like others TP Link device I not found that input option in this router

but not found the solutions

Hello,

Are your WR941HP hardware V1 and firmware 2.0.0 Build 20170602 Rel. 78300? Can you please ensure you are running the latest firmware first? You may verify if your WR941HP is a EU version or US version or UN version, which is printed on the device bottom label:

After that, check again if you can find the L2TP/Russia L2TP setup on its web interface (Advanced->Network->WAN):
