Hi, for your issue, may I know how many speed can you get on your last modem?
May I know the total bandwidth from the ISP?
The 4Mbps speed is for the wireless speed or wired speed? If it is wireless speed, may I know it is for 2.4GHz or 5GHz Wi-Fi speed?
May I know if the speed is the same on all the devices?
Please change the 2.4GHz channel to be 1/6/11, 2.4GHz width to be 40MHz; change the 5GHz channel to be 36/40/44, width to be 80MHz to check again the speed.
Please also check if the firmware version of the modem is the latest.
If not, please upgrade it to the latest to check again the speed.
Look forward to your reply.

@Arian8Ultra I have a similar issue, my old router was getting 34Mb/s since moving to my Archer VR400 I'm getting about 13-14Mb/s both tests done on WI-FI and latest firmware, Archer updated today.
Used Speedtest.net iOS app also tested on Wired network using SpeedTest website with same results. Version 1.2.0 0.9.1 v00a1.0 Build 201109 Rel.54507n

I'm also having the same problem of slow download speed with VR400 V3 (Firmware Version:1.3.0 0.9.1 v00a1.0 Build 201109 Rel.54507n Hardware Version:Archer VR400 v3 00000001) so I have now stopped using it and instead reverted back to using an older router VR400 V1 (Firmware Version:0.1.0 0.9.1 v0070.0 Build 160613 Rel.40404n Hardware Version:Archer VR400 v1 00000000).
My ISP is Plusnet and for a few years I had previously been using a VR400 V1 router which performed well with download throughput of 27Mbps after Dynamic Line Management was allowed to settle the connection, but of the four Ethernet ports only one is 1000Mbps, the other three being 100Mbps. As I use more an one PC that share files it seemed a good idea to get a VR400 V3 router which has four Ethernet ports at 1000Mbps. After testing I found that the VR400 V3 router was delivering a download throughput of less than 20Mbps with large numbers or errors, and with so many errors DLM is unlikely to produce a better connection speed.
There does seem to be something badly wrong with the VR400 V3 firmware as a few people have reported download speed problems. For now I will instead continue to use my older VR400 V1 router and expect that after DLM settles the connection the Current Rate will creep back up to 31Mbps where it was before I started experimenting with the VR400 V3 router. An odd thing is that the VR400 V3 router reports the Upstream Line Attenuation as 9.9dB where as the VR400 V1 router reports a value of 60.2dB.

@Arian8Ultra I changed internet providers and they supplied an Archer Vr400. I'm experiencing 5MPS slower speeds. My provider didn't believe me so we did back to back speed tests between VR400 and HG659. 5Meg difference every time both wifi and ethernet. They want to provide me with a new one but I really don't see the point. Guess I'll stick with the Huawei.
