I need to enter the TL-WPA4220 configuration page. I tried the tftp server to assign the ip address, but it is not assigned. if I write the address http://tplinkplclogin.net, but it does not allow me access. How can it be done?

You can use the utility to login to the web management page of the TL-WPA4220.

How to access it via the utility: https://www.tp-link.com/support/faq/1417/

If it does not work, you can use powerline scan utility instead.
