What model TP Link router do you have and the version number? I would start by resetting The router to factory specs, connect it to the modem, and re-enter the setup so you know what you have.

What is the model number of your router?
Generally speaking, with TP-Link router connected to the modem, you can connect computer to it and then login to the web UI of the TP-Link router.
Then try to configure it with username and password given by ISP under quick setup page.
Good day.
