NetBIOS Archer AC1600

Firstly, it's an AC1600 so not sure why it's not in the list. Since connecting with TPG (Australia), the supplied Archer AC1600 keeps assigning IP addresses as NetBios names on my Macs. I know the Netbios GUI is a little random on Mojave, but this is really annoying. I'm running an Airport Extreme via the LAN port on the Archer. What setting is doing this? It didn't happen with Tother modems. It's playing absolute havoc with my network filesharing and no matter what I do, the netbios name and WINS server keep reverting. In Apple OS X, you change the netBIOS name in the Network preference pane. If I change it, it won't stick. And this is on two different OS X versions - High Sierra and Mavericks. I've attached a picture. I have logged it as a bug to Apple. I don't know why it's happening but it's unique to this setup, so it's the ISP or the modem (and Apple's half hearted attempt at keeping WINS going I suppose)
