I’ve got 2 smart plugs and seem to only be able to control the plugs from the app whenever I’m in the same WiFi. Is that how it’s suppose to work?

The HS100 supports remote control.
First, please go to device settings page to check whether you can see remote control option. And try to enable it; If failed, please show me is there any error message.
Then you can reset the smart plug by holding the settings button for 10s. The instructions to set it up as below:

After that, please test whether you can control it remotely.
