Archer Router Device Schedule does not prevent device access to WiFi at all!

The Device Schedule on my Archer VR900 Router does not prevent device access to WiFi at all!
I have set some schedules for the devices connected to my network on the TP-LinkModem page but the devices can still login to the router through wiFi and access the internet. I have also used the 'Tether App' to no avail. Neither method prevents device access. Of course, they are looking at the same parameters on the router. Just found tether to be a bit more intuitive.
Can anyone shed any light on this? Does the functionality work at all?
To test I set up an access schedule for a single mobile phone and no matter how I set it it doesn't do what I think it should.
I 've set access times e.g. Friday 9:00-11:00 with blacklist or whitelist wth the aim of stopping access to anything through the router for the selected device.
It doesn't work!
