Is it possible to access my TL-WR740N through telnet or ssh? Because I'm not able to access it by using port 23 or 22. Connection is refused by the router any time I try to access it.

TL-WR740N does not support telnet or ssh

I don't think so. It seems that the router cannot support this feature at all.

As far as i know, only some of the tp-link modems support Telnet such as TD-W8961ND. It seems that none of their wireless routers or access points support telnet/ssh.

What if I use a third party firmware? Like dd-wrt or open-wrt

If you try third party firmware, you may have 50% possibility to win. But attention, if you done that, then the router will be out of warranty. I learned that from TP-LINK website.
