Bandwidth Control on Archer VR600 v1

Hi people,
I'm trying without success to get the Bandwidth Control function working on my router.
I have a NAS with a torrent app installed that I want to operate at the lowest priority. I also want to guarantee a minimum of 1mb for the rest of my devices, which includes 2 laptops and a smartphone. Further, I've reserved 512kbps for two Echo Dots. They are all identified by static IP addresses. All rules cover all ports and all protocols.
None of it works. The NAS saturates the upstream constantly, despite having a minimum of 5kbps and being the lowest priority. Even setting its maximum up and down to 50kbps, it still utilises the entire throughput. It's as if the rules aren't even there.
How is this supposed to work, anyone?
