I have set up a guest network as a simple way of ensuring that TVs and set top boxes do not have access to the rest of my network. But I do want them to be able to access USB storage devices connected to the router so that they can stream video from there.

The Archer VR900 manual says you can do this but it doesn't work

Even if you set "allow guests to access my local network", it still doesn't work. But access works perfectly if connected with the non-guest SSID. I have tested with a set top box, iPad and laptop and all behave the same.

This seems like a bug that should be reported. Anyone else seen the same?

A tp-link engineer spent a couple of hours remotely connected to my network today, trying to get this to work. He failed to get it to work. This has now been logged as a bug. Perhaps a future firmware release might solve it.
