Archer C9 v4 only WPS LED light

Hello, I have a problem on my Archer C9 v4 Router.
When I turn on the Router All LEDs light up for a few seconds, then only WPS LED (two arrows) is on all the time.
I have no Network, no DHCP and cant get in to the routers web interface. Its like there is no Router.
But I can flash firmware when I set my IP to 192.168.0.66 and use TFTP, but after this the problem persists.
Could some one help me please?
