Can not connect to TD-W8961N modem

Hello. I have a problem with my wifi. Tplink modem(td-w8961n). When I try to connect to my wifi, from my phone or computers, I could not connect until reboot the modem. After reboot I can connect to wifi. But if I shutdown or restart my computer or phone problem start again and I could not to connect wifi. I must reboot my tplink modem. How can I solve this problem?
