Hello. I had a similar problem and have managed to solve it without being entirely sure how. I downloaded drivers from here - https://www.tp-link.com/en/download/TL-WN823N_V1.html.

Now, my dongle is V2, as I eventually discovered after squinting very very hard at the tiny lettering. But the only Vista drivers I could find were the V1 ones in the link. It took a couple of goes (frustrating me enough that I left a negative review, sorry about that) but now it seems to have worked. I told my PC to 'browse files' in the relevant folder (in this case folder D, a USB memory stick) and it did the job.

Oh. And now it's gone again. Worked for about two minutes.

823N v2 uses Realtek RTL8192, I think it is the limit from this chipset.
