VPN option not showing up in menu

VPN option not showing up in menu

I'm trying to set a VPN on my Archer C9 V1 but when I open tplinkwifi.net like the instructions show, there is no VPN Server choice on the menu where it shows it should be. It shows it should be under IPv6 but instead there is just System Tools. I installed the latest firmware (Archer_C9(US)_v1_161008) but no luck. Do I have something turned off to hide the VPN Server option on my menu?
Using Windows 10 Home and have tried opening in Chrome and Explorer with same results.
