AC1750 Archer C7 access control issue

Access control on my AC1750 Archer C7 router does not appear to function correctly.
I'm doing my head in trying to set it up! It should be relatively straightforward - I've done it before on previous routers - but clearly I am missing something, or else there is a problem with the router itself. I've googled, but can't find anything relevant. Has anybody else encountered the same problem?
Hardware: Archer C7 (EU) Ver 2.0
Firmware: 3.15.1 Build 160616 Rel.44182n
IP Address : 192.168.0.1
I have followed the instructions contained in the manual and also http://www.tp-link.com/us/faq-273.html entitled "How to set up access control for website blocking on TP-Link Wireless Router (older green UI)". I have also ensured the firmware is up-to-date.
Settings as follows:
"Enable Internet Access Control" - checked
Deny the packets etc - selected
Rule Name : rule1
Host Description : Blocked Hosts
Address Type : IP Address
Lan IP Address: 192.168.0.1 - 192.168.0.199
Target Description: target1
Target Type: Domain Name
Domain Name : bing
Schedule Description: 24/7
Day: Everyday
Time: all day - 24 hours - checked
Status: Enabled
Now, when I go to www.bing.com, I can access the www.bing.com page, which is not correct - the page should be blocked!
