Archer c7 v4 can't access modem IP offline

When my internet loses connection, I am unable to access my modem's setup page. It works when I have internet, but without internet I get a redirected to a TP Link error page telling me the I lost internet. This prevents me from logging into my modem to check the signal or remotely reset it. Is there any way to bypass/disable the TP Link error redirect? My old router (different brand) let me access my modem offline without issue, so I'm hoping a simple fix in the router settings. Any help would be appreciated, thank you.
