It depends on the settings of the IPTV provider. If they need some special settings to be configured like vlan ID, then you need a firmware to support IPTV.

TP-Link doesn't provide private MIB, you can download the public MIB from internet.

How many devices are connected to the modem? How about the wired connection when the issue happen? Sometimes if too many devices are connected to the modem and some devices are downloading or...

Did you already enable bandwidth control and type in the right egress and ingress bandwidth? Besides, don't forget to click on enable when you add a new rule.
