If the camera's LED is blinking red and green (statis: ready for setup), check if you can find its wifi with other phones. If the camera wifi cannot be found on different devices, please try to factory reset the camera then check the wifi list on your phone again. 

Go back to Tapo APP and start the configuration if the default Tapo CamXXXX wifi appears. How to set up the Tapo camera

If the camera wifi still cannot be found after the reset, this device may have some hardware issues. You may reach the retailer or the local TP-Link support to proceed warranty.
