Not sure about the Kasa software, but you can set 0.5C via Home Assistant, if that's any help.

My experience with Home Assistant and the Kasa TRVs is that although you can select 0.5 increments, when you relaunch Home Assistant you'll see that the setting has reverted back to the nearest whole degree setting.

 Unfortunately, the tapo engineers probably don't want to hear about it, otherwise it would be already. There is no new software to move this head forward. It's a shame.
