Is it just the led indicator? Did you perform any firmware update?
Case one: smart plug's led indicator keeps flashing green. > Generally this state means the smart plug is being reset, performing a firmware upgrade, or the FFS setup is in process. If this state has no changes for a long time, like servel hours, try to power cycle the smart plug.
Case two: smart plug keeps switching on and off repeatedly, and you can hear a constant click sound. > Try to unplug the appliance, power cycle the smart plug and change a different power outlet. And check if the connected appliance meets the supported load type of the smart plug. Long-term use of an unsupported appliance can potentially damage the smart plug.

I have exactly this issue. TP Link were unable to find a solution. I bought a pack of 4 sockets and three work well, the third I moved to a new location using a different wifi. Could not get it to work so moved it back and just get the same constant flashing green light. Nothing seems to reset it and have deleted it from all apps and re-instated. Wish I had a solution for you. I tried holding down power button for 10+ seconds or pressing it three times both with a light plugged in and without. I have a number of other wifi issues that may be related to using a VPN on my phone so maybe that may point some more knowledgeable folks in the right direction but as I said three work and the difference with this one is that it was once used ona different wifi network.

Leave the smart plug unplugged for a while, like 10-15 mins, then plug it back, wait until the smart plug has booted up, then perform the reset again: press and hold down the power button for 10s.
If the LED indicator of the device still does not show any change, you may contact the retailer or local TP-Link support to proceed with the warranty.
