it remain off until you manually turn it on (not very Smart for a  Smart Plug)

 

Any update on this?

I planned to use this Tapo smart plug in Ukraine, we have electricity outages often due to war with russia.

Tapo smart plug has the Default State feature, which allows you to designate how it should act when power is restored. The options include Last "On" State, ON, and OFF.

 

Regarding its schedule feature, be noted that power outages can interrupt the device's time calculation. After the power is restored, the smart plug needs to reconnect to the internet to recalibrate the time before it can continue executing the schedule settings.

  @Wayne-TP the default state isn't very helpful in case of often power outages and when you need the plug on remain off on particular hours during the day. 
 

if the electricity wasn't available at time of scheduled change state after reconnecting it doesn't fit to the schedule until next automation (in case the electricity on next automation will be available in that particular minute of automation)

A smart plug can only remain smart when it is online. In situations with unstable power and network connections, the plug's functionality is significantly restricted.

 

Given your circumstances, it's best to set the plug's default state to match the mode it's in most frequently (such as being ON most of the time). For periods when it needs to be OFF, create multiple schedules (maximum schedule entry: 32) to turn it off, for instance, setting a schedule every half hour to minimize the time the plug remains ON after power is restored following outages.
