This camera has been fixed to the outside wall. plugged in and set up on the Wireless internet. But i Can't get the Camera working. Help?

You could reboot the camera in the Tapo APP> Camera settings and also check if some tips in the troubleshooting guide helps.

If there any error message if you can not stream the camera, do you mean in the Tapo app or other app?

If it has been worked fine, you could turn off the RTSP or ONVIF and factory reset camera, reinstall the camera and try to live stream again.
