IPSEC LAN-LAN fails with "WAN: Phase 2 of IKE negotiation failed Error=18" if also a L2PT server is enabled
When you Disable L2PT server the IPSEC connections is successful and then you can enable L2TP and it also work fine.
but IPSEC phase 2 only is successful if no L2TP is enabled
