I purchased several HS103 smart plugs for my home.  I have been able to set them up and access them through an Android phone.  But, most of the people in my home use iPhones.  The phones won't identify any of the plugs.  It has been tried on an iPhone 16 Pro, 15, and 12 Pro.  I have spent much longer on this than I should have.  I have tried both the 2.4 GHz and 5 GHz bands for the phones and the devices.  All of the devices have the necessary local network permissions and Bluetooth is on.  I don't see how it could work with Android and not iPhone.  They aren't overly useful if no one can use them.  I'm hoping that someone will be able to help me out because if not I'm going to return them and go with another brand.

Once the devices are configured to one phone/account (Android in your case) the devices should be automatically controllable from other devices logged into the same TP-Link ID. Once setup, the device's setup network is disabled and it becomes tied to the account. At that point, as long as the device has access to the internet, it can be controlled from any Kasa App logged into the account where the device was orignally configured.

 

If you are looking for the plug's Wi-Fi network on the iPhones, it will have disappeared once it has completed the setup - just logging in with the correct account should grant access to the device.
