We bought 6 of these dimmers thinking it was going to be a easy replacement but when we put the hs220 in the switch didn't turn on.
is there anything that can be done? Or should we try a new switch or a new spot?

Do you have pictures of the wiring before/after?
A good thing to do is to take a picture of what was wired to what as a reference so that wires are not misidentified.
If you are positive of the wiring try a different switch or a different location to see if the problem follows the switch or stays at the outlet.
Make sure the needed wires are present such as the neutral wire.
If the line and load wires were connected to opposite screws the HS220 will not work.
