Devices don't make up,their own IP addresses...a router assigns one via DHCP. So, the device is connecting to a router with a 192.168.0.x setup, and that router is assigning the .100 address.

I've never seen that in any configuration! It should be one MAC to one IP (of course). If it were me, I'd pull them all out, and then delete all the router entries. Now, add them back, one at a time....
