When my router loses power it comes back on with the 2.4 GHz and 5GHz not enabled. How can I get this router to boot with the radios enabled when power is restored?

I replaced the factory 12V 1.5 A power supply with a 12V 2.0 A power supply. Hopefully, this will stop my problem. I have a USB device connected and every Ethernet port in use.

I am in the US. The router indicates it is up to date on firmware. It is also set to automatically update. I will look for another power supply to see if that works.

My router has lost part of it's configuration several times. This has required reloading it. The last time it disabled the wifi. This has occurred with no power failure.
