That's right.  More details below.  But generally If connected to ether wireless network from the RE220 OR the 5Ghz network of the Calix, I can access the web interface.

The apex is connected to the Ethernet port on the RE220.  The RE220 is acting as the DHCP server for the apex controller connected to that port.  I have it assigning addresses between 192.168.7.60 and 192.168.7.70 and using 192.168.7.1 as the gateway and primary DNS.  192.168.7.1 is the address of the main calix home router that handles both wifi and hardwired connections.  The RE220 has assigned 192.168.7.60; 255.255.255.0, 192.168.7.1 to the apex as expected.  The Re220 is connected to the calix via wireless 2.4 and 5g wifi.  It has been assigned an address from the calix of 192.168.7.132, 255.255.255.0, 192.168.7.1

Web interface of the apex is 192.168.7.60:4321.

Both connection methods are being tried on the same PC to eliminate security or browser doubts.

When connected to wifi from the calix router to my PC:

2.4Ghz - Ip assigned is 192.168.7.154; 255.255.255.0; 192.168.7.1 - Apex interface will not load ( see below), however, I can ping the Apex.

5.0Ghz - Ip assigned is 192.168.7.154; 255.255.255.0; 192.168.7.1 - Apex interface loads fine.

Note: I didnt notice this before where it works on one band and not the other.  RE220 status shows both 2.4 and 5 connected on both sides of the device.

Hardwired - Ip assigned is 192.168.7.194; 255.255.255.0; 192.168.7.1 - Apex interface will not load, however, I can ping the Apex.

As an added  bonus, I connected to both EXT networks being broadcast by the RE220:

2.4Ghz - 192.168.7.64; 255.255.255.0; 192.168.7.1 - Apex interface loads fine.  Ip address makes sense since the RE220 is supposed to assignin between 60 and 70.

5.0Ghz - 192.168.7.233; 255.255.255.0; 192.168.7.1 - Apex interface loads fine.  Ip address does not make sense since the RE220 is supposed to assign between 60 and 70.  However, When I check the client list in the RE220, the Mac address of the laptop is shown as a client on the 5Ghz band.  

Finally, to add more complexity!  Sometimes, once in a while, When I am connected in a way that has not worked (hardwired or on the 2.4ghz band from the main router), it will display the security log in for the apex web interface.  I enter my credentials, and then it fails.  Most of the time it never even displays the credential entry page.
