Is firmware always hardware dependent?

I purchased an AX3000 router and updated the firmware -Oh my!- TP-Link didn't update the wi-fi security protocols of the router!
That's why I ask: Is firmware always hardware dependent?
If it is not why new updates do not replace the weak wi-fi WPA/WPA2 (TKIP) by the more secure Wi-Fi Protected Access 2 (WPA2), or Wi-Fi Protected Access 3 (WPA3)?
I guess memory limitation is one of the reasons, but why not get rid of some less important features in order to make more room available? Or is the commercial interest much more important than the customer satisfaction?
It seems that TP-Link has more than one AX3000 speed models? The AX50 and AX55 (which I have and does have WPA3) may have something to do it. Either the internal chipset or when produced?
