In your screenshot it says "This Smart Action is under hub control". That means that the action is not controlled by the cloud and therefore it should act nearly instantly.

@Wayne-TP FYI: SmartLife has this feature. So... There's a reason why such a feature exists. Like in the Tapo app, you can set the "effective time" in the SmartLife app. But only in the SmartLife...

It's called "stand-by killer" and is pretty much a standard feature for smart plugs.
