Open the option to select custom power values greater than 20W, so it may be possible to shut down a computer set with external hard drives or peripherals attached that, once turned off, wil still consume over 20W.

For example, the the Charge Guard feature could be used to power off any device when its comsuption has dropped to a certain level.
