Can someone please tell me why the thermostat goes into frost protection all the time?

It is set to 23' celsius and I have smart control enabled, but the current temperatur is showing at 20.8' celsius and dropping..

And yes it is freezing outside, but that is also why I want heat! 

Should I just turn on the thermostat or disable Frost protection? Am I missing something ?
