Thank you for the feedback. Due to the way the VPN works, the Tapo APP communicating with the camera can be affected by VPN service. That's also the reason why disabling VPN is recommended when set up your smart device in the Tapo APP. 

• If the camera  have internet access, you can remotely access the camera through Tapo APP under different networks.
• If the camera does not have internet connection for local control purpose,   it is recommended to access the camera locally when the phone is on the local Wi-Fi network, not through VPN.
