At first, my light started flashing, so I decided to reboot it. I'm deleting it from the app to reconnect it. I turn on the lamp and it flashes only 2 times, then it shines less brightly and does not connect to the phone. I've already tried everything, but it doesn't work. Help

Make sure the smart bulb has been reset correctly before reconfiguring it. How to reset the Tapo smart bulb

  @vinileonid Sounds like the bulb isn't entering proper pairing mode—after a reset, it should blink rapidly. Try a full factory reset by toggling it on and off 3-5 times until it starts flashing quickly. If that doesn't shake it into pairing mode, check if the app or firmware needs an update.
