Please refer to Steps 1 & 2 in the attached instructions to check if you can log in to the web UI of the NC450. (If you have changed the login username and password, please use the new account to log in to the web UI rather than admin/admin.)

On the web UI > Basic > Cloud Settings page, you can bind the camera to your TP-Link account for remote control.

Hi,
Is your camera connected to the router by an ethernet cable or Wi-Fi? Please confirm if the internet from the router is working.

If so, check if there are special settings, such as VPN, Firewall rules, access control rules, etc., on the router that may block the camera from going to the internet.

Hi,
It's correct that the phone and the camera have different IP addresses, but the IP addresses should be assigned by the front router.

You may try to factory reset the camera, remove it from the tpCamera app, and then refer to the instructions below to set up the camera via the tpCamera app after you log into the app with your TP-Link account.
