Hello i have my camera sitting on a robot dog, i was wondering if there is a way to tilt and rotate it using rtsp or if there is any API or SDK that would allow me to do that

Typically, you can Pan & Tilt the camera on the third-party app/program if the ONVIF connection is established successfully.

Is there now way to tilt and turn without any apps? maybe from code or something?

We do not have an open API or SDK for the Tapo cameras and have no instructions on controlling the camera via code.
We suggest using the Tapo app to manage the Tapo cameras.
