Model: Tapo C200
Hardware Version: V3
Firmware Version: 1.4.0

In the Tapo app on Android when I go into Device Settings > Advanced Settings > Network Settings it shows that Static IP configuration is active.  I then click to disable that and the camera gets an IP address by DHCP, which is what I want.

But I will come back to the exact same setting a while (some hours) later and find that the camera/app has changed back to static IP.  So I disable that again, and again the camera gets an address by DHCP again.  But again, this only lasts a few hours and I have to go disable the static IP setting again.  Rinse, repeat, over and over again, every few hours.

How can I make this thing DHCP and stay DHCP?

This only started happening after I upgraded to the 1.4.0 firmware.

@BrianJM I have seen this with my TC55 (C720) camera as well. It doesn't actually affect my camera's functionality or IP address, but perhaps that is because I have a static reservation for the camera in my DHCP controller. When the app shows the camera has a locally-assigned static IP (instead of showing DHCP like it should), that IP matches what I assigned in the DHCP controller, so the camera IP hasn't actually changed.
