Please help. I can access the camera through my phone but people whom I shared the device shows OFFLINE. I reboot the camera but still OFFLINE.

Shared camera offline could be due to that camera offline remotely, it's a great step to reboot camera. You may also try to reboot Wi-Fi router, then reboot camera.
Please check if you could access camera in the APP when phone is on LTE mobile data or a different network?
If that not help, factory reset tapo camera and reinstall it from app again.
Change router DNS to 8.8.8.8, save the settings and reboot router.
