i found the way how to disable dhcp and have fixed ip
ONVIF device manager.
I use the camera directly with a server, I have disabled all the pre-installed functions, I use the basic Ispy software.
my system works very well

Thank you for the sharing, glad to know you are able to set up a static IP for Tapo camera using ONVIF Device Manager.
After connect Tapo camera to Wi-Fi network, it will get an IP address from your home router (DHCP server), we could also set up IP reservation on router for camera to make camera use a static IP.
