Can I access the Tapo Camera using different wi-fi connection and while away or only the same wi-fi network?

Tapo camera are cloud cameras, that means after setting up the camera with the home Wi-Fi network, you could stream the camera both remotely and locally including stream over mobile network or a non-local Wi-Fi network. Hope this helps~
