Here is the situation. I would like to retrofit some lights in a stairwell to a basement. Existing wiring is available at the top of the stairs, I can get power to the bottom of the stairs but getting travellers/switch leg down there would be a nightmare. I am wondering if a kasa switch or dimmer and control a zone of light without a load connected. Basically a simultated three way. Any help would be appreciated. Thanks!!!

Sorry for the late response, 

HS220 does require a Load wire and need to be installed in a 2 way environment ( one switch control one light)

Correctly wiring HS220 requires at least 3 lines in your electrical box: 
 1*Live wire, 1* Load wire, 1* Neutral wire ( white or a bundle of white wires secured with a wire nut. ), 1*Ground Wire (optional)
