I'd like to either write a new app or provide a link in an email to open the Tapo app so that it shows the recorded video stream at a particular date & time that I pass in as parameters. Is this possible?

Currently, there are not any plans to eventually add email notification with pictures or videos nor can we provide you an API, sorry about that.
