Hi, this camera can be set up as a standalone device, you can use the camera or watch the live view without an internet connection, but please ensure both your phone and the camera are connected to the same wireless network.  

Note: Motion detection or any other service associated with the TP-Link Cloud will not work if there is no internet access.

 

This camera has an HTTP Web management page, you can manage it after you log in with it's IP address.

If the camera has no access to the internet, the APP on the phone will not work when you connect to VPN.
