NC450 connects ok via internet, not via local wifi

I wonder if anyone could give me a few pointers!
I've just received and setup NC450 and everything seems to be working well.
I can view live video, listen and even have 2 way talk.
EXCEPT that when I try to use tpCamera Android app that is running on my Samsung Note 8 and connected to the local wifi (the same wifi router as the device itself) then the app can't find the camera.
When you tap on the camera you just get a never ending spinning circle!
When I use the same app on the same phone, but when the phone is connect to the internet via 3G, then the camera DOES respond as expected.
I see a live feed and everything seems just perfect.
I simply don't understand why it works when the phone app is connected via 3G and not when connected via WiFi.
Using my Windows computer and running Firefox I can connect just fine to https://www.tplinkcloud.com/admin.php and view the camera in live mode.
Using my Windows computer and running Firefox I PREVIOUSLY connected just fine directly to the camera http://192.168.1.69/index.html and I was PREVIOUSLY able to administer the device.
However, something has change and I have no clue what, but I'm now no longer able to connect, the device also isn't responding to a PING (from either the Windows computer, or the phone I mentioned earlier) let alone a HTTP GET!
Some things:
Camera Model NC450
Camera Version 2.0
Camera Firmware 1.3.4 (which is a newer version that on https://www.tp-link.com/en/download/NC450.html#Firmware - ha?) Camera connected via Wifi to a local wifi router (DHCP assigned IP, IP bounded to the MAC address)
Camera controls: Remote Control ON (please note it is ON)
Camera controls- camera info: Single Strength Very good
Any suggestions?
