If you have shared your camera with another TP-Link account, the Tapo app logged in with the shared account can watch the video clips stored on the SD card, but can't watch the cloud video clips.
For the feature to be able to adjust the shared account's permissions, you can vote on this thread and leave your usage scenario for evaluation.
