Can anyone advise if there is a fee for a TP-Link password where I only use it to connect smart bulbs please.

Are you trying to set up a new Tapo smart bulb? You don't need to pay anything to configure a Tapo device. The Tapo app is free to download and the TP-Link account is free to sign up for.
