Model: Tapo L530B  
Hardware Version: V3
Firmware Version: 1.1.9

According to the instructions, if I switch the power off and on again three (or five) times, it should start blinking in a few seconds.  But what if it doesn't?

It is part of a two-pack; the other has behaved flawlessly, but this one will not reset.  Any suggestions would be appreciated.

Avoid toggling the smart bulb too fast. And try to extend the pause duration between each off&on operation, like from 1s to 1.5s.

Check the WiFi list on your phone to see if there is a TP-Link Smart Bulb WiFi (for the WiFi-setup models), if there it is, you can start the configuration directly in the Tapo app.
