Thank you for sharing a video of the phenomena, you could try a factory reset
Please try factory reset bulb and see if bulb performs the same?
How to reset the Tapo smart bulb
Switch the bulb ON -OFF slowly for 5 times (has 1 sec interval in every swtich) until the bulb flashes
If still the same, from the behvior, it could be a faulty unit it is recommended to reach retailer or the local support to check the device warranty.
