Do I still need the Omada Hardware Controller if I have the ER605 router?

Actually you don't need a controller at all, as TP-Link Omada devices also have a standalone mode.
But you do have a lot of benefits in using a controller (stats, better AP roaming, ...).
And no, there is no controller integrated within actual TP-Link Routers (ER605, ER7206).
