I have an indoor light switch that controls an exterior outlet that I have a total of 700w of de-icing cables plugged in to. Can I install an hs200 light switch in this location?  Specs say that it's only rated to 600w incandescent, but I don't know if this translates to a different max load for de-icing cables (standard cables bought on Amazon and installed myself).  If hs200 doesn't work for this application, is there a product that would work?

Probably somebody need to fix specification.

Maximum Load 5 A, 600 W Incandescent
600 W LED
Maximum Power 1800 W

Usually Maximum power 1800W is for Resistive load. 
So probably yes, it can handle 700W (but probably relay will not live for long). I believe it has the same internals as smart plugs, and smart plugs can handle 12A and up. 
Anyway, you always can buy a smart plug - they also have integrated manual switch.
